Police: Man arrested for exposing himself
ALBANY - An Orange Street man, police say is no stranger to being arrested, is in trouble again after allegedly exposing himself on Delaware Avenue.
On Tuesday, two female Myers Middle School students say they witnessed 24-year-old Jayshawn Owens exposing himself. The students were then approached by Owens and attempted to talk with them. The students got away from him and reported the incident to school officials
Owens was arrested Wednesday afternoon by Albany detectives following an investigation and charged with two counts of endangering the welfare of a child and one count of public lewdness.
He was arraigned in Albany City Court and sent to the Albany County Jail in on $20,000 bail.
Chief Krokoff said, The Albany Police Department and the City School District of Albany continuously work together to ensure that our children remain safe. Through a collaborative effort, it is the goal of both organizations to educate our youth on vital topics such as personal safety and crime prevention. Through these educational efforts, the victims of yesterdays incident on Delaware Avenue knew exactly what to do. They knew not only to run from a stranger, but the importance of notifying a school official immediately. Due to the actions of the two students and the quick response of staff at Stephen and Harriet Myers Middle School, the Albany Police Department was able to make a quick arrest in this case.
Owens was charged with trespassing after being seen running from a home on Jay Street on September 15 at around 8:30 p.m. He was identified after the person who called police witnessed him in her backyard masturbating in a past incident.
He was arrested and charged with criminal trespassing, was arraigned and released.
He was also arrested on July 9 after a jogger called police after Owen was seen following her in an SUV for several blocks. When Albany Police attempted to stop him, he attempted to flee and was caught in the back of a home on Park Avenue.
Owens was at that time charged with two counts of criminal trespassing and driving without a license
He was arraigned in the Albany City Criminal Court and released.
Owens was also charged with trespassing involving two incidents when he was witnessed to looking into windows at Danker Village Apartments. On June 25, 2013 at approximately 9:30 a.m., He was advised not to return to the property but returned on July 2, 2013. Owens was charged with Trespass and Resisting Arrest.
On July 3, 2013, he was arraigned in the Albany City Criminal Court for these two incidents and released.
Owens had five additional arrests in 2012 for stalking, public lewdness, and criminal trespassing.
