Comptroller to Audit Tax Department
ALBANY -- The Office of State Comptroller Tom Dinapoli has informed State Tax Commissioner Tom Mattox that an audit of the Tax Department has been ordered.
The letter to Commissioner Mattox reads, "The Office of the State Comptroller has scheduled an audit of the Department of Taxation and Finances processing of paper income tax returns and refunds for the 2012 filing year. The scope of the audit will be for the period April 1, 2011 through the end of fieldwork."
"After receiving numerous complaints about delays with tax refunds from those filing paper tax returns, I asked my auditors to engage an audit to examine what caused delays and identify opportunities for improvement. The public has a right to know how the state is handling its money and to expect tax refunds in a timely manner," New York State Comptroller Thomas P. DiNapoli said.
Already the comptroller has determined how much overtime the department of Tax and Finance has incurred this year.
In 2012, Tax and Finance racked up $1.1 million in overtime.
In 2013, it's $5.9 million - an increase of 436 percent.
Tax department spokesperson Geoff Gloak released a statement saying, "The Department is working closely with the Comptroller's Office throughout the audit process. Payments to the vendor have been frozen. Recovery of the Departments costs is provided for in the contract, and will come at no additional taxpayer expense."
