Panel recommends student testing shifts in NY

BUFFALO  (AP) -- A panel of New York education policy makers is recommending protections for teachers whose students don't perform well on state assessments aligned with the new Common Core Learning Standards.
   A work group of Board of Regents members says educators whose jobs are threatened because of this year's and last year's test results should be able to raise as a defense a district's failure to provide enough training or guidance on the standards.
   The state's largest teachers union has been demanding a three-year moratorium on high-stakes consequences.
   The work group's recommendations are contained in a report being presented to the full Board of Regents Monday in Albany. The group was instructed to find ways to fix problems with the state's rollout of the Common Core, student testing and teacher evaluations.
