Water damage causes partial building collapse in Troy

TROY -- Crews responded to a partial building collapse in Troy on Tuesday.

The incident occurred at 423 Second Street, where the city's engineer says wet weather throughout the winter months saturated the brick masonry. Freezing and thawing caused things to break loose until part of the wall fell on Tuesday.

Crews were attempting to save the building and do not expect to tear it down. Investigators say the building was recently seized by the City of Troy for failure to pay taxes.
