Dog attack survivor takes message to the capitol

ALBANY -- A young dog attack survivor from Poughkeepsie took his message to the capital on Monday in hopes of sparking change.

It has been 5 years since Frankie Flora was attacked by a pit bull. On Monday, he joined lawmakers to talk about his Frankie Flora Bill, which would hold dog owners liable the first time their dog bites someone.

Currently, under state law, owners are only issued a warning and not held financially responsible when their dog first bites a person.
